New initiative could further reduce Houston foreclosure activity

Streamlining the short sale process could help prevent future foreclosures.Even though the Houston real estate market has outperformed national averages in recent months, there is alway room for improvement.

According to a recent report from RealtyTrac, during the month of July, one in every 1,007 properties in the Houston metropolitan area were in some stage of the foreclosure process. This was relatively on par with the Texas average, since last month one in every 1,001 homes in the Lone Star State was in a similar situation.

However, the Federal Housing Finance Agency recently announced a new initiative to streamline the short sale process on mortgages backed by Fannie Mae and Freddie Mac, could help further reduce foreclosure activity.

"Short sales have become an increasingly important tool in preventing foreclosures and stabilizing communities," said Leslie Peeler, senior vice president, National Servicing Organization, Fannie Mae.

Under the new guidelines, servicers will be able to approve short sales without the approval of either government-sponsored enterprise. This could help speed up the process, preventing foreclosures, which can be damaging to consumers, communities and lenders.?

All Out Effort Personal Training And Coaching: A Different Kind Of ...

In getting to know Patrick Murphy, we shared many similar views and frustrations with fitness. He is also one of the few corrective specialists that I know of who consistently trains high profile clients. He is NOT one of those all show, no substance type of trainers. I interviewed him to find out what his thoughts were on fitness, personal training, and client mindset. What is your background and areas of expertise as a trainer:

I've been a full time trainer for 18 years. I started studying exercise science and taking nutritional courses during my college years in the early 90's. Funny enough, much of what I've learned in the 90's pertaining to both exercise and nutrition is now considered flat out wrong... i.e. how to stretch, how to perform exercises, what's healthy to eat, etc. This ever evolving factor makes health and fitness science so interesting.

Since becoming a personal trainer, every year I make sure I take continuing educational credits to keep up with the latest science. My numerous certifications range from performance enhancement, corrective exercise, pre-natal, and nutrition. I've used many different organizations but my last 3 have all been from NASM. I'm proud to say that I know I've arrived as a fitness expert when the organizations that certify me start to refer me their own clients.

My expertise as a trainer is in helping clients to reach their full, optimal potential in fitness and health. I've had much success with clients from all walks of life. There isn't a health and fitness goal that can't be attained. I'm excellent with helping clients becoming psychologically fit: establishing a healthy relationship with nutrition and exercise.

In addition, I know many healing tricks for back pain, knee pain and shoulder pain. I'm great at trouble shooting the CAUSE of pain vs dealing with the symptoms.

That is a pretty impressive list of clients! So what makes training with Patrick Murphy different from training with any other Joe Trainer:

I'm not a rent-a-buddy. Don't get me wrong, I'm friendly BUT I take training very seriously. Achieving results with clients is a MUST. I've been program designing for so many years with so many clients that my varied workouts are super appealing even to the "hate to workout" person. I am able to adapt to each client and help them adhere to positive, healthy changes. I am a lifestyle changer. My testimonials on my website reflect that.

Going along with that, what has been the key to your success and long career, basically your appeal:

I've truly found my passion in what I do. I live and breath health and fitness, I practice what I preach and enjoy the constant learning. Being a fitness and health professional is not my 2nd job. I'm truly focused with every client I have and am 100 % devoted to them. I let new clients know right off that I'm excited to be on their team. When the passion is there, it all falls into place.

How important is the client mindset (and attitude) as far as them reaching their goals?

Everyone starts in a different place both physically and mentally. A fact must be realized, "Our Thoughts" are WHO WE ARE." Moving forward, our thoughts become words and our words become actions.?Reaching your goals is about becoming your own best friend... which starts in your MIND. Holding on to a negative mindset develops chronic stress, which will wreak havoc on your mind and body.

How important is client effort in their overall success or is it all on the trainer?

It is definitely a TEAM effort. I have a responsibility to guide the client in the right direction for results, and the client needs to be willing to follow the guidance. Clients need to have trust in their trainer, and to get their own homework done. I'm not around all the time, only 2-3 hours a week on average. Early on, with new clients, I repeat factual, minimal requirements that must happen for results to occur. In fitness, the more you put into it the more you'll get out of it. I?do tell clients the more frequently they see me in a week the more results they will achieve. I love taking on more responsibility. At the same time, even if someone trains with me 4 days a week but has a weekly, unhealthy food journal then obviously their overall results will be lacking. I can guide and give notes to clients on their food consumption week in and week out, but it's still 100% up to them to make the right choice.

What do you think a client should look for in a trainer or training program?

Look for a trainer who has experience. I'm obviously a much better trainer now than I was 10 years ago. The knowledge, the practice and the years of experience in dealing with client's needs both mentally (food relationships, body dysmorphia, etc.) and physically has me improving every year.

Find a trainer who is more focused on anatomical improvement, not someone who focuses on the "feeling" or "sensation" of an exercise. What separates me from most trainers is that I have an education in corrective exercise. I help people with forward head, rotating feet, pelvic tilt, protracted shoulders etc, etc...

If someone came to you looking to lose 40lbs right away, but they have never worked out in their life, and sat at a desk all day, what should they expect?

A new client who has never trained and sits at a desk all day is what fitness professionals call the "de-conditioned" client. Every operating system in their body is much older than their age. Being 40lbs. overweight also means the client is in a constant state of inflammation and more susceptible to illness and disease in the future. This person should expect a WAKE UP CALL!

A person who is de-conditioned needs to establish stabilization of not only their muscles and joints, but also their cardio-respiratory systems. This person will also have postural and alignment issues that must be addressed before progressing into a serious program. De-conditioned people should expect 4-6 weeks of the professional trainer working on each of the issues stated above, which means that there will be more emphasis on structural and cardio improvement first. Weight loss will happen naturally as a result, but will be secondary as a focus.

Everyone wants a good trainer but no one ever talks about how good the trainer's program is. How important is the programming a trainer creates for their clients? How important is periodization?

The trainer is hired to give the client the best program specifically for them. Everyone is different and unique... family history, injuries, food sensitivities, postural issues, habits, strengths, struggles, etc, etc.. As trainers, we can help people immensely with the proper program, OR we can damage them further with exercises and foods that encourage negative effects. So obviously, the proper programming (in my opinion) is EVERYTHING.

Periodization is extremely important when designing a program. Stabilization, strength and power need to be established accordingly. Proper progression helps to avoid injury. As a fitness professional, it's important to know when to take clients to the next level and/or cycle. For example, I'm not going to take a new client and have them perform a bunch of power moves when stabilization and strength haven't been achieved yet to my satisfaction. A good trainer also knows how to avoid plateaus so clients can reach their full potential.

What drives you crazy about the fitness industry, from trainers, gyms, popular classes, trends, and so forth:

There are so many! HA!?Here are a few:

-Health and Fitness infomercials that strengthen fitness myths, not facts.
-gyms that have 100 machines and no functional tools.
-group exercise where the members are in the worst postural positions possible without correction.
-cookie cutter programs like P90X and Insanity that cause more harm than good.
-Fitness magazines that promote horrible exercises for your joints and spine.. But hey "they look so cool."
-trainers who put people in high risk positions, I see it all the time.
-the fitness industry not evolving and still performing exercises that aren't good for the body, i.e. upright rows, bench dips with hands behind, russian med ball twists (disc grinder).

What's one tip you could give our readers before they start a fitness program:

The more motivating factors you have when you start a fitness program, the more likely you'll stick to it, and the longer you stick to it, the better chance you will have of establishing amazing habits that will last a lifetime.

Global Implementation Issues: Cultural Differences or Bad Change ...

During the SAP Radio show, we talked about why strategic initiatives fail when being implemented, especially globally. Do cultural differences cause failure, or is it bad change management?

Dr. Steven Hunt discussed implementation failure: ?Culture is a convenient scapegoat for explaining why something didn?t work.? When you look at changing any process in a company ? regardless of location ? leadership has to ensure that it has effective change management practices in place. If you have great change management, which takes into account local regulations or restrictions, then you are more likely to see adoption instead of resistance.

China Gorman links this back to understanding your customer, even your internal ones. ?Developing a global market ? or at least a market outside the U.S. ? requires understanding and experience on the ground. The challenge is how to get it.? Ask yourself, ?What does the customer want and what message will most effectively convey that you meet that want?? Changing a process requires you to think in the same manner as the customer.

At the end of the day, everyone wants to know what?s in it for them. Culture may impact how you convey the message, but if you take barriers into account, your change management practices should compensate for any differences in culture that would impact an implementation.

Intense bursts of star formation drive fierce galactic winds

Fierce galactic winds powered by an intense burst of star formation may blow gas right out of massive galaxies, shutting down their ability to make new stars.

Sifting through images and data from three telescopes, a team of astronomers found 29 objects with outflowing winds measuring up to 2,500 kilometers per second, an order of magnitude faster than most observed galactic winds.

"They're nearly blowing themselves apart," said Aleksandar Diamond-Stanic, a fellow at the University of California's Southern California Center for Galaxy Evolution, who led the study. "Most galactic winds are more like fountains; the outflowing gas will fall back onto the galaxies. With the high-velocity winds we've observed the outflowing gas will escape the galaxy and never return." Diamond-Stanic and colleagues published their findings in Astrophysical Journal Letters.

The galaxies they observed are a few billion light years away with outflowing winds of 500 to 2,500 kilometers per second. Initially they thought the winds might be coming from quasars, but a closer look revealed these winds emanate from entire galaxies.

Young, bright and compact, these massive galaxies are in the midst of or just completing a period of star formation as intense as anyone has ever observed.

"These galactic-scale crazy-fast winds are probably driven by the really massive stars exploding and pushing out the gas around them," said Alison Coil, professor in UC San Diego's Center for Astrophysics and Space Sciences and a co-author of the paper. "There's just such a high density of those stars it's like all these bombs went off near each other at the same time. Each bomb evacuates the area around it, then the next can push gas out further until they're evacuating gas on the scale of the whole galaxy."

Galaxies with winds this fast are also quite rare, opening up the question of whether these are unusual events or part of a common phase in the evolution of massive galaxies that is seldom observed because it is so brief.

Astrophysicists still lack an explanation for how and why starmaking ends. Theorists who model the evolution of galaxies often invoke supermassive black holes called active galactic nuclei, which can also generate savage winds, to explain how gas needed to form stars can be depleted.

These new observations demonstrate that black holes may not be neccesary to account for how these kinds galaxies run out of gas. "The winds seem to be powered by the starburst," Diamond-Stanic said. "The central supermassive black hole is apparently just a spectator for these massive stellar fireworks."

Syrian army batters parts of Damascus, 47 killed

AMMAN/ALEPPO, Syria (Reuters) - The Syrian army shelled southern Damascus on Wednesday and helicopters fired rockets and machineguns during an assault meant to shore up President Bashar al-Assad's grip on the capital 17 months into an uprising, opposition activists said.

The army has this week used tanks and helicopter gunships in an offensive around Damascus that coincided with the departure of U.N. military observers, their mission to stop the bloodshed and nudge Syria towards a peaceful transition a failure.

The United Nations estimates that more than 18,000 people have been killed in what has become a civil war after the state's violent response to peaceful street protests triggered an armed rebellion in the pivotal Arab country.

Anti-Assad activists said at least 47 people had been killed in Damascus in what they called the heaviest bombardment this month. "The whole of Damascus is shaking with the sound of shelling," said a woman in Kfar Souseh, one of several districts hit in the military offensive to root out rebel fighters.

The United Nations said some of the weapons being used by government forces appeared to have been supplied by Iran, in violation of a U.N. resolution which banned such exports.

U.N. Secretary-General Ban Ki-moon will raise the Syria crisis with Iran at a summit of non-aligned developing nations in Tehran next week, a U.N. spokesman said.

As the army continued to shell southern Damascus, activists said at least 22 people had been killed in Kfar Souseh and 25 in the nearby district of Nahr Eisha.

One of the dead was named as Mohammad Saeed al Odeh, a journalist employed at a state-run newspaper who was sympathetic to the anti-Assad revolt. Activists said he had been executed in Nahr Eisha.

"There are 22 tanks in Kfar Souseh now and behind each one there are at least 30 soldiers. They are raiding houses and executing men," an opposition activist in Kfar Souseh, who gave his name only as Bassam, told Reuters by Skype.

More than 250 people, including 171 civilians, were killed across Syria on Tuesday, mostly around Damascus, Aleppo and the southern city of Deraa, according to the Syrian Observatory for Human Rights, a British-based opposition monitoring group.

Activists in the southwestern Damascus suburb of Mouadamiya said Assad's forces had killed 86 people there since Monday, half of them by execution. It was not possible to verify that report.

There was no immediate government account of the latest fighting. But state television broadcast footage of weapons it said had been seized from rebels in Mouadamiya, one of the first districts to join the uprising.

The conflict, which pits a mainly Sunni Muslim opposition against a ruling system dominated by Assad's Alawite minority, threatens to destabilize neighbors including Lebanon, where Sunni-Alawite violence flared for a third day.

The death toll from the fighting in the northern Lebanese city of Tripoli rose to at least 10 with more than 100 wounded, medical sources said, in what residents said were some of the fiercest clashes there since Lebanon's 1975-90 civil war.

The Syria conflict has revived old tensions in Tripoli between pro-Assad Alawites in the hilltop district of Jebel Mohsen and their Sunni neighbors in Bab al-Tabbaneh below.

In Syria, Assad's forces have lost swathes of territory in recent months, but have fought back hard in Damascus and in Aleppo, the country's biggest city and commercial hub until it became a theatre for urban warfare.

Reuters journalists in Aleppo on Wednesday heard gunfire and shells exploding every minute.

Rebels trying to advance in Saif al-Dawla, a front-line Aleppo district, encountered mortar and rocket-propelled grenade fire. At one point, their escape route was cut off by gunfire as tank shells exploded nearby. Much of the area was destroyed.

State television said government forces were pursuing "the remnants of armed terrorist gangs".

While the situation at the frontline remained difficult, just 400 meters (400 yards) behind it, women and children were walking down the streets casually - some carrying groceries - and just 1 km back streets were bustling with normal life.

Children carried groceries from shops doing brisk business and couples held hands as smoke from the fighting rose into the sky behind them.

Away from the main cities, government forces fought rebels for control of a military base and airfield near the eastern town of Albu Kamal on the Iraqi border, according to a local Iraqi official and a Syrian rebel commander.

The rebel commander, known as Abu Khalid, said his forces now controlled Albu Kamal, straddling a supply route from Iraq where many Sunni tribes sympathize with their Syrian kin.

But rebels were on the back foot near the border with Turkey after Syrian soldiers backed by helicopters attacked a village to try to cut off a supply line, opposition sources said.

At least three people were killed and 10 wounded when army helicopters bombarded Qastoun, a village in Hama province, 24 kms (15 miles) east of the Turkish border, and rebels fought loyalist troops, the Hama Revolutionary Council said.

As Syria slips deeper into chaos, the United States and Israel have voiced concern that Assad might lose control of his chemical weapons arsenal or even be tempted to use it.

Russia, a Syrian ally since Soviet times, believes Syria has no intention of using its chemical weapons and is able to safeguard them, the Russian newspaper Kommersant reported on Wednesday, citing an unidentified Foreign Ministry official.

U.S. President Barack Obama threatened Assad on Monday with "enormous consequences" if he employed chemical weapons or even if he moved them in a menacing way, drawing a warning from Russia against any unilateral action by the West.

In telephone conversations with Obama and French President Francois Hollande, British Prime Minister David Cameron discussed "how to build on the support already given to the opposition to end the appalling violence in Syria," Cameron's office said.

Lakhdar Brahimi, the incoming U.N. mediator on Syria, met representatives of the Free Syrian Army in Paris on Wednesday. The group said it was skeptical he would succeed where his predecessor - Kofi Annan - had failed.

"Foreign intervention that is not through a Security Council resolution is something that very seldom works," Brahimi told Finnish public broadcaster YLE.

"My instinct is to say please, let's see if we can solve this problem without external military intervention."

MEMPHIS, Tenn. (AP) ? The U.S. Coast Guard says 97 boats and barges are waiting for passage along an 11-mile stretch of the Mississippi River that has been closed because of low water levels.

Coast Guard spokesman Ryan Tippets told The Associated Press on Monday that the stretch of river near Greenville, Miss., has been closed intermittently since Aug. 11, when a vessel ran aground.

Tippets says that the area is currently being surveyed for dredging and that a Coast Guard boat is currently replacing eight navigation markers. He says 40 northbound vessels and 57 southbound vessels are currently stranded and waiting for passage.

Tippets says it is not immediately clear when the river will reopen. He says the stretch of river that has been closed was a possible site for more groundings.

One thing I have also learned to do is my homework. I study the past so I may be in a better position to predict the future.?

Chicago CubsBut I make mistakes. And last week I made a very silly mistake with my MLB picks in assigning 4 units to a game that I clearly stated was a coin flip in my mind. I noted the Rockies had tons of value at north of 2 to 1 but the game itself was a tossup. So why didn?t I simply assign one unit if it was so even? Because I wanted to be a big shot that?s why. No matter how long we are in the game, we can still let pride, ego and lack of money management doom us. We live and we learn, on to today.

1:05 PM ET Chicago Cubs at Cincinnati Reds

Jeff Samardzija gets the start for the Cubs in the first half of a day-night doubleheader this afternoon in Cincinnati. The 27-year-old right-hander has been impressive in his last two outings, allowing only two runs in 14 innings of work. He pitched brilliantly back in May against the Reds in a 3-1 victory, giving up only 3 hits and allowing only one run after being pulled during the 8th inning.?

His counterpart will be Johnny Cueto who owns a respectable 3.26 ERA and a 1.262 WHIP against the Cubs during his career. He dazzled last time out against Chicago, blanking the Cubs 3-0 and allowing only three hits. Cueto is having an excellent season this year, 15-6 with a 2.45 ERA and a 1.16 WHIP.

While the Cubs have played over the total in four straight and the Reds have gone high twice consecutively headed into this one, we suspect the pitchers will take over and Samardzija will get a longer leash than usual to keep the bullpen fresh for the night game looming. This will diminish the possibility that a good outing is undone by the Cubs lousy pen.

Sounds like it might be a good spot to bet the Over but Baltimore has a decent pen and Porcello has historically pitched effectively enough against Baltimore.?

So that means we will look for a fair share of runs but go with the home chalk on the run line in case the Orioles have upset on their minds.?

Cole HamelsEveryone loves piling on the Phillies lousy season, but to play against them just to play against them would be bad advice, especially if you decide to fade them against a team like the Brewers who have had a similarly disastrous season.?

Cole Hamels has been lights out lately, pitching two complete games of shutout ball. That?s virtually unheard of in today?s game but Hamels has the chops to get it done when he?s on top of his game. In his last 3 outings he has a 0.72 ERA and a 0.84 WHIP. Wow!

Milawaukee will send rookie Michale Fiers to the bump, he of the 6.19 ERA over his last three starts. To be fair, Fiers has had an excellent rookie campaign but got positively torched at Coors Filed in Colorado last time out when he allowed 8 runs in only two innings of work.?

I don?t think it will be that easy for a rookie to brush himself off after getting lit up as badly as he did in his last start. He will have the added pressure of watching a master at work in Cole Hamels. The Phillies may be in the midst of a three game skid but frankly, they?ve been skidding all season so they?ve gotten used to it. The Brew Crew may have home field advantage but the Phillies have the decided edge on the mound.?

Let?s play a game. Imagine a company that obsessively controls its product ecosystem. A company that demands a high degree of consistency in the areas of visual and user experience design. A company that routinely?sacrifices?the interests of third-party developers without a second thought.

Apple, right? Actually, I was thinking of Twitter.

But not the Twitter I know and love, but what is emerging as the new?persnickety purveyor of tweets. And I see Apple?s fingerprints all over the place.

There were rumors a few weeks ago reported by The New York Times (and everybody else) that, ?Apple, which has stumbled in its efforts to get into social media, has talked with?Twitter?in recent months about making a strategic investment in it, according to people briefed on the matter.? Then many commentators said that, no, Apple wasn?t investing, or even that because of the integration between the two companies, it ?doesn?t have to.?

But in the time since then, Twitter has really dropped the hammer on developers who have built businesses on top of the platform. They have limited the API calls which will keep any given app from growing too large without explicit arrangement with Twitter. Equally worrisome for many developers are the strict display guidelines that prevent tweets from being transformed into standard formats that make sense for feed aggregation sites.

Anil Dash has posted his version of how the Twitter API announcement could have read if they had cared about not alienating developers. Does Twitter have a tin ear, or did they have guidance from Apple?

A social network needs to grow up and monetize, of course. But look how that has worked out so far for Facebook.?Twitter CEO Dick Costello told the L.A. Times that the company was in no hurry go public or find a buyer. It has, ?a truckload of money in the bank.? And Tim Cook has said that ?Apple doesn?t have to own a social network.? So why would this happen?

It comes down to an issue of control, which Apple needs to have. Just take a picture now in iOS and notice the ?Tweet? sharing option. Just add filters to the camera app and you?ve got Instagram.

Twitter is now integrated in iOS and OS X Mountain Lion, and I would guess will be in the next version of the iTunes and App Stores and Apple TV, as well. But does Apple really want to do all of this with a company it doesn?t own? What if Twitter turned around and did to Apple what it is now doing to developers?

If my theory is correct, that won?t happen, because Twitter?s API policies have been seriously coached by Apple. Twitter has had API changes before, but nothing like this. The timing of Apple?s supposed negotiations with Twitter were just as Apple?s previous deal with Facebook was falling apart. Pussy Riot supporters vent anger on Twitter

Pussy Riot supporters took to Twitter to vent their anger against the band's two-year sentence.

London (CNN) -- As three members of the Russian punk band Pussy Riot appeared in a Moscow court charged with hooliganism, the Twittersphere lit up with pictures and messages of support from around the world.

Pussy Riot band members, Nadezhda Tolokonnikova, 23, Maria Alyokhina, 24, and Yekaterina Samutsevich, 29, were sentenced to two years in prison after performing a song criticizing President Vladimir Putin inside Moscow's Christ Savior Cathedral in February.

"Mother Mary please drive Putin away," the band had screamed during the offending gig, their faces covered in the neon masks which have now become synonymous with their campaign.

The court case has sparked demonstrations of support across Europe and the U.S. An activist from feminist group Femen cuts down an Orthodox cross in Ukraine, erected in memory of victims of political oppression, in a show of solidarity with the punk band. Pro-Pussy Riot demonstrators gather in St. Petersburg. Putin criticized the band's action earlier this month but said they should not be judged "too harshly," according to state-run news agency RIA Novosti.

Celebrity supporters including Beatle Sir Paul McCartney, actress and model Bianca Jagger and Robert Smith of The Cure, tweeted their disgust with the charges, calling for greater freedom of speech in the country.

"I hope you can stay strong and believe that I, and many others like me who believe in free speech will do everything in our power to support you and the idea of artistic freedom," Paul McCartney posted on Twitter.

Actress Mischa Barton tweeted: "I can't believe sentencing #pussyriot to2 yrs in jail.as someone who lived in Moscow and has filmed& seen inside the jails my heart goes out."

While the young women awaited their fate in Moscow, balaclava-clad campaigners gathered outside Russian embassies across Europe and the U.S., sharing their photos across social media.

"#PussyRiot supporters outside London embassy shout 'Shame' and 'Putin scum' as they hear of guilty verdict," Moscow news channel RT London Bureau tweeted.

Amnesty UK urged its Twitter followers to join the demonstrations, posting: "2 years in jail. #PussyRiot sentence is a bitter blow for freedom of expression in Russia."

Outside the court in Moscow however, not everyone was backing the Pussy Riot cause, with civil activist Oleg Kozlovsky tweeting: "Some anti- #PussyRiot demonstrators were heard chanting "Burn the witches!" Hello Russia, this is 21st century."

In Kiev, members of the feminist activist group Femen reportedly used a chainsaw to cut down an orthodox cross which had been erected in memory of victims of political repression.

The feminist group is best known for demonstrating topless and revealed on Facebook they had also been charged for taking a chainsaw to the Ukraine Independence Monument, saying: "FEMEN says if russian activists will be sentenced to prison terms, FEMEN will show their chainsaw for Putin and Gundyaev."

Russian opposition leader and former world chess champion Gary Kasparov was also reportedly arrested after attending demonstrations outside the court in Moscow.

Photos of him supposedly being assaulted by police were quickly posted on Twitter.

"He was not there to protest, simply to attend, and the police cornered him and dragged him into the police van," Kasparov's assistants posted on his Facebook wall.

"He was beaten but says he is okay. He isn't sure what will happen next. It seems the police are waiting for orders from above. He says he was standing calmly speaking with journalists when police pushed through and grabbed him."

As the three young women sat in a glass cage awaiting their sentence, a rolling stream of messages of support continued to flood Twitter.

Campaigners shared the locations of demonstrations, photos and news updates. As one young journalist and supporter Jessica Haworth tweeted: "Freedom of speech is one of the most important basic human rights. Such a sad day. Still sad, still angry. #PussyRiot".

The National Sports Club at Southwell Park was officially opened on September 12, 1970 by Sir John Overall.

The $200,000 National Tennis and Squash Centre, the current headquarters of Tennis ACT (TACT), was a joint project between the tennis and squash associations, originally boasting 12 granite tennis courts, six grass courts, six squash courts, a licensed bar, change rooms and administration offices.

The club has a rich history; playing host to squash legend Heather McKay, and tennis greats such as Roy Emerson, Neale Fraser, Adrian Quist, John Newcombe, John McEnroe and Ivan Lendl. More recently, Justine Henin, Ana Ivanovic and Mary Pierce have competed at the venue.

Over the years the club has expanded to meet the needs of the enthusiastic tennis-playing community. It currently has 25 tennis courts, eight squash courts, three indoor cricket courts and a licensed clubhouse with 18 poker machines.

The local tennis programs delivered from the facility have also produced players who have gone on to international success, including Wally Masur and Alun Jones.

The National Sports Club, through tennis, has been providing many benefits to the local community and economy over the past 40 years, these have included:

Development programs

Currently, TACT has players and coaches from the surrounding region participating or coaching at the centre and it will continue to provide an important development pathway for community programs, athlete development and coaching for the surrounding region.

These regional and national programs will have the capacity to further expand with the proposed new infrastructure.

While TACT continues to offer such programs, its facilities are in a state of disrepair. The centre?s poor state played a part in the centre losing the right to host the Canberra Women?s Classic, an international tennis tournament in January, and is hampering efforts to offer world-class practice facilities for the whole community.

The facilities are in such a state of disrepair that the building will soon be unsafe. The major issues include:
??Multiple roof leaks
??Rotting floor boards and ceiling panels
??Structural integrity of the indoor cricket viewing mezzanine and first floors
??Ongoing plumbing and electrical faults ? constant power outages due to circuit overloads
??Inadequate heating and cooling ? Boiler can no longer be serviced
??Ongoing challenges in keeping the fire and safety equipment in compliance
??Squash courts leak through the vandalised exhaust fans

The $20 million redevelopment, a joint project by Tennis ACT, Tennis Australia, Next Generation Clubs of Australia and the ACT Government, will build a high quality modern leisure facility to benefit the whole community.

The facilities are proposed to include:
??12 hard court tennis courts (8 outdoor, 4 indoor)
??8 sand-filled artificial grass tennis courts
??12 clay tennis courts
??Tennis amenities, including:

The redevelopment will also facilitate a change in business model, which will remove TACT?s reliance on a licensed club to remain sustainable. The model would also remove poker machines from the facility, helping to alleviate problem gambling issues in the local community.

The proposed new centre will remain within the Lyneham Sports Precinct, and thus complements the ACT Government?s vision for the delivery of sports facilities in the Territory.

While there are two distinct aspects to the development, the tennis facilities (Block 12) and the leisure centre (Block 10), a holistic approach will be taken to the project to create economies wherever possible.

This course will see a coordinated development application for deconcessionalisation of Block 10 and 12, with two additional development applications for lease variations and construction on both blocks. The required lease variation on Block 10 is an estimated 10 per cent increase in the allowed gross floor area to accommodate the squash courts and

TACT administration offices.
Block 12 requires a number of variations: an adjustment to the maximum number of courts permitted, that parking will be serviced by Block 10 and the surrounding common parking provided by the Lyneham infrastructure project and deconcessionalisation to allow security over access rights for NGCA.

TACT, Tennis Australia and NGCA will form the lead for the project through a Project Control Group. TACT will appoint a project manager to consult with specialist architects in the design and construction of the tennis facilities. NGCA will appoint a project manager to coordinate a team of architects and builders for the design and construction of the leisure facility. Both project managers will consult on the interaction between the facilities and coordinate their design teams to ensure cohesive and effective design. Preliminary work has been undertaken on a master plan to ensure this approach is coordinated and as effective as possible.

Competitive construction tendering will be undertaken, again exploring economies through consolidation of the capital works program. The potential redevelopment of the AIS tennis facilities will also be a key consideration as it also presents an opportunity for economies of scale.

Construction is likely to be advanced on the tennis facilities as tennis courts are in high demand and these facilities will be able to function independently for a short time.

The construction and operating costs of the leisure facility will be NGCA?s responsibility and TACT will be accountable for the construction and operating costs of the tennis facility. The leisure facility will provide the necessary infrastructure to support the hosting of major tennis events, while the commercial arrangement for the sublease will ensure TACT and the community tennis facilities are sustainable in the long term.

The sublease arrangements with NGCA will require the deconcessionalisation of Block 10 and 12. It is hoped that the community will recognise the benefits of this deconcessionalisation in what Tennis ACT hope will be a relatively uncomplicated process given that there is no change of use, no modifications to the Territory Plan or any inconsistencies with the originally intended use of the concessional leases.

Sport is an essential part of the social fabric of local communities. Recent studies have shown that the social interaction provided by structured and unstructured community-based sport has a positive impact on social cohesion and mental wellbeing. Providing multi-sport opportunities at community venues also increases job creation and job pathways.

Tennis is a sport for life, with participants ranging in age from three to 93 years old. It has gender equity, as it is played equally by men and women and it provides many health benefits, including improving cardiovascular fitness and aerobic endurance.

Tennis is also a key economic driver in the community with the estimated economic benefit from events delivered through the redeveloped facility valued at a minimum of $2.3 million annually.

The significant capital works program will provide an estimated $20 million injection into the local building industry and create the equivalent of 100 full-time jobs ? at a time when the industry is slowing down.

The new business model will create an additional 60 FTE jobs at the centre, as the expanded operations will require an increase in local staffing.

It will also be an economic driver for the region, unrivalled, as the quality of the venue will surpass anything in the area. It will also be utilised as a training and competition venue for the NSW South Eastern region, as well as complimenting the facilities at the AIS to service national elite athlete programs.

The redevelopment has been aligned to the specifications recommended in the ?Tennis 2020, facility development and management framework for Australian tennis? and is part of Tennis Australia?s Regional Tennis Centre program.

Improvements to the infrastructure will allow for these services to expand beyond the region and there will be a focus on establishing international training camps to service Asia.

This international expansion will foster greater athlete development through foreign competition, while also providing a greater economic benefit to the region. The high-quality facilities and services provided by the NGCA leisure facility will complement this approach and provide for complete athlete development services. These packaged services will also be promoted to recreational players, expanding the market for these types of programs.

The NGCA facilities will provide a significant upgrade of the leisure facilities currently offered and provide for a more family friendly environment. The family oriented club will offer unrivalled facilities and services in the region, and will promote healthy leisure activities for the entire family. This high quality service business model will also attract additional economic benefit through the creation of additional jobs and attract interstate and international visitor spend.

The facility has significant community support for its redevelopment and over the past 12 years has had various proposals for its development, all of which have received strong community support. There is an increased focus on the delivery of community tennis services and programs with the redeveloped facility and it is expected that this approach will strengthen the existing community support.

The ACT Government announced significant funding towards the redevelopment of the facility in 2008, highlighting the need for the facility to be upgraded to a more modern standard and the Tennis ACT business model to be strengthened through such a redevelopment. As conceptual planning and business modelling has progressed, the ACT Government has supported TACT?s partnership with NGCA and has targeted funds towards the tennis-focused redevelopment of Block 12.

All major stakeholders have been consulted and have confirmed their support. These include: ACT Government, Sport and Recreation Services, Squash ACT, Tennis Australia, Tennis ACT and all of its affiliates, including community tennis clubs. Support has also been received from neighbouring businesses and residents, including Hockey ACT, residents of the neighbouring Sanctuary residential development, Yowani Golf Course and the ACT Netball Centre.

Broader public consultation will begin shortly as part of the established lease variation and development application process.
